Arsenal took the lead after just 23 seconds when Myles Lewis Skelly set up Riccardo Calafiori, who fired past Manchester City goalkeeper Gianluigi Donnarumma.
The Gunners doubled their advantage in the 28th minute through Kai Havertz, who headed home after summer signing Christos Tzolis nodded Martin Odegaard’s cross back across goal.
Three minutes after the restart, Tzolis again played a key role as he found Odegaard inside the City penalty area. The Norwegian midfielder sent Donnarumma the wrong way with a clever fake before placing the ball into the opposite corner.
Tzolis was one of Arsenal’s standout performers, providing two assists from the left side of the attack.
The 24 year old Greek forward was directly involved in 40 goals for Club Brugge last season, scoring 17 and providing 23 assists. Arsenal signed him for £34m this summer.
Myles Lewis Skelly also impressed, while Odegaard saw an effort cleared off the line by Josko Gvardiol before half time.
The defeat marked Manchester City’s first competitive match without Pep Guardiola as manager in more than a decade.
New City manager Enzo Maresca handed £116m signing Elliot Anderson his competitive debut, while Phil Foden also started.
City created opportunities through Foden and Antoine Semenyo, but goalkeeper David Raya produced several saves to preserve Arsenal’s clean sheet.

Jack Grealish made his first City appearance in 15 months after coming on as a second half substitute.
