Hamas has proposed releasing all remaining captives in Gaza in a single exchange, contingent on a permanent ceasefire and the full withdrawal of Israeli forces from the enclave.
In a statement on Wednesday, Hamas spokesman Hazem Qassem outlined the group’s terms for the second phase of the ceasefire deal, emphasizing their readiness for a comprehensive prisoner swap under these conditions.

“We are prepared for a second phase in which the prisoners will be exchanged all at once, provided an agreement is reached that ensures a lasting ceasefire and a complete withdrawal from the Strip,” Qassem stated.
Hamas also dismissed Israel’s demand for its disarmament and removal from Gaza.
“The occupation’s condition of eliminating Hamas from Gaza is nothing more than psychological warfare. The withdrawal or disarmament of the resistance is not up for negotiation,” Qassem added.

Additionally, Qassem confirmed Hamas’ decision to increase the number of captives set for release in the upcoming exchange on Saturday from three to six, a move announced earlier by Hamas leader Khalil al-Hayya. The increase, Qassem explained, was in response to mediator requests and aimed at demonstrating Hamas’ commitment to the terms of the agreement.
The proposal follows U.S. President Donald Trump’s criticism of the phased release approach and mounting pressure from families of the captives, who have called for their immediate and collective release.
