The Lagos State Ministry of Justice, in collaboration with the Rule of Law and Anti-Corruption Programme (RoLAC II), has launched a sensitisation campaign on an enhanced plea bargain system aimed at addressing the growing issue of prison congestion across the state.
Eko Hot Blog gathered that the initiative is being spearheaded by the Directorate of Public Prosecutions (DPP) through its Plea Bargain Committee, involved visits to various correctional centres on May 15, 22, and 30, 2025.

The outreach focused on educating awaiting trial inmates about the benefits and legal procedures of plea bargaining as a tool for accelerating justice delivery.
Dr. Babajide Martins, Director of Public Prosecutions, represented by Mrs. Adebanke Ogunode, explained that the plea bargain initiative is being implemented in conjunction with the Ministry’s Restorative Justice Unit.
He emphasized that the goal is to decongest prisons while ensuring that the process remains voluntary and fair.
“The plea bargain option is designed to reduce the population in correctional centres. It is not a means to pressure inmates into pleading guilty to lesser offences,” he stated.
A key feature of the enhanced system is the introduction of a standardized data entry form to streamline documentation and enable effective tracking of inmates who express interest in plea agreements.
Dr. Martins also noted that the initiative aligns with Governor Babajide Sanwo-Olu’s ongoing criminal justice reforms, which focus on timely access to justice and the humane treatment of offenders.
The sensitisation sessions were interactive and well-received, with many inmates showing interest in both plea bargains and restorative justice options as viable alternatives to lengthy trials.
The Lagos State Ministry of Justice reaffirmed its commitment to delivering a more efficient, transparent, and rehabilitative criminal justice system.
The plea bargain campaign marks a significant stride toward achieving a balanced approach to justice and corrections in the state.
