The Lagos State chapter of the Peoples Democratic Party (PDP) has criticised Deputy Governor Kadri Hamzat’s newly circulated 2027 agenda, accusing the ruling All Progressives Congress (APC) of failing to address major challenges facing residents despite being in power since 2019.
Eko Hot Blog reports that the opposition party said the document, titled “Dr. Kadri Obafemi Hamzat 2027 Agenda: The Plan to Organise Lagos,” amounted to an admission that the APC administration had not delivered on several of its promises concerning water supply, flooding, traffic management, waste disposal, housing and security.

The PDP made its position known in a statement dated August 7, 2026, and signed by its Lagos State Publicity Secretary, Prince Dr Christopher Odianarewo.
The party questioned why Hamzat, who has served as Deputy Governor under Governor Babajide Sanwo-Olu since 2019, was presenting plans to tackle problems that, according to the PDP, should have been addressed during his tenure.
The opposition party said the document raised questions about the performance of the current administration, particularly given that Hamzat is an incumbent and not an opposition candidate seeking to introduce new policies.
“What immediately stands out is not the abundance of promises, but the glaring admission that the All Progressives Congress has spectacularly failed Lagosians despite occupying the offices of Governor and Deputy Governor since 2019,” the PDP said.
The party argued that if Hamzat’s proposed blueprint could transform Lagos into a safer, better organised, flood-free and prosperous city, there was no justification for waiting until the 2027 election cycle to present the ideas.
The PDP accused the APC of repeatedly unveiling ambitious policy documents and slogans during election periods while many of the challenges contained in such plans continued to affect residents.
It cited flooding, inadequate access to pipe-borne water, traffic congestion, poor waste management, unaffordable housing, security concerns and harassment as issues it claimed remained unresolved.
The party also argued that businesses and residents continued to face difficulties arising from inadequate infrastructure and multiple taxation.
According to the PDP, Hamzat should have presented a record of achievements from his years in office rather than another set of promises for the future.
“It is intellectually dishonest for an administration that has been in power for years to seek applause for identifying problems it has failed to solve,” the statement said.
The opposition party maintained that governance should be measured by implementation and measurable results rather than policy documents and public consultations.
It urged Lagos residents to assess political parties based on their records in office ahead of the 2027 elections.
The PDP further argued that the APC had been given sufficient time to demonstrate its capacity to address the state’s challenges, accusing the ruling party of “organising excuses” instead of delivering on its promises.
The party called for what it described as genuine political change, insisting that Lagos residents would no longer be persuaded by what it termed recycled promises.
