The Lagos State Government has signed four major Public-Private Partnership (PPP) concession agreements covering healthcare, transportation, digital governance and outdoor advertising as part of efforts to improve infrastructure and public service delivery across the state.
Eko Hot Blog reports that the agreements were signed over the weekend at a ceremony coordinated by the Office of Public-Private Partnerships in collaboration with the Ministries of Health, Transportation, Justice, Environment and Water Resources, as well as the Motor Vehicle Administration Agency (MVAA), Lagos State Blood Transfusion Committee (LSBTC) and the Lagos State Signage and Advertisement Agency (LASAA).

One of the flagship projects is the MyLagosApp, a unified digital platform designed to provide residents and visitors with seamless access to government services.
Under a 10-year concession agreement, LA Crème Nigeria Limited, with technical support from MTN Nigeria, will design, finance, build, operate, maintain and eventually transfer the platform to the state.
When completed, the application will enable users to access a wide range of services, including government payments, traffic updates, emergency support, business information and tourism resources through a single mobile platform.
The state also signed a 20-year concession agreement with Anchor Advisory Partners to fully automate the operations of the Lagos State Motor Vehicle Administration Agency (MVAA).
The initiative will digitise vehicle registration, licensing and related services through an integrated platform aimed at improving public access, strengthening regulatory oversight and enhancing revenue generation.

In the healthcare sector, Lagos entered into concession agreements with five private partners to establish a Blood Screening and Certification System across Ikorodu General Hospital, Alimosho General Hospital, LSBTC/Gbagada General Hospital, Lagos State University Teaching Hospital (LASUTH) and Lagos Island General Hospital.
The project will deploy fully automated chemiluminescence technology that meets World Health Organisation (WHO) standards to improve blood screening and transfusion safety.

The government also formalised concession agreements for the management of outdoor advertising infrastructure across four major corridors in Lagos.
Under the arrangement, Weatherhead will manage assets on Mobolaji Bank Anthony Way, Vista Media will oversee Ikorodu Road, Defsolute Media will manage the LASU-Isheri Road corridor, while TCS Media will handle the Funsho Williams Avenue-Marina axis.
The state said the initiative is expected to improve the coordination of outdoor advertising infrastructure while attracting private investment into modern advertising facilities.
Speaking at the signing ceremony, the Special Adviser on Public-Private Partnerships, Bukola Odoe, said the projects demonstrate how strategic partnerships can transform government policies into practical benefits for residents.
She noted that the agreements align with the Lagos State Government’s commitment to delivering infrastructure through private sector collaboration backed by effective public oversight.
Also speaking, the Commissioner for Transportation, Oluwaseun Osiyemi, commended all stakeholders involved in the process, expressing confidence that residents would begin to experience improved service delivery as implementation progresses.
