LASHMA Applauds PharmAccess for Portal Handover
Lagos State Health Management Agency (LASHMA) has praised PharmAccess Foundation for developing and officially transferring its Regulations Portal to the agency.
At the handover event held recently in Alausa, Ikeja, Dr Emmanuella Zamba, Permanent Secretary of LASHMA, highlighted that the journey to creating the portal began in 2020.
She noted that the development of this portal marks a milestone, being the first of its kind for any State Social Health Insurance Agency (SSHIA) in Nigeria.
Dr. Zamba explained that after the portal’s development, it was initially managed by PharmAccess to oversee its functionality and ensure its efficiency.
With this transfer, she stated that LASHMA, through its Regulations Department, would now be fully responsible for operating the portal to meet the agency’s needs.
She assured that LASHMA would make full use of the platform to achieve its intended purpose, emphasizing its role in streamlining the agency’s operations.
“The handing over comes at the perfect time as we have started engaging stakeholders on the implementation of the Executive Order signed by Governor Babajide Sanwo-Olu and the documentation of the National Health Insurance Authority (NHIA) Act,” said Zambia.
She also called on other donor partners to support LASHMA’s efforts in ensuring Lagos achieves Universal Health Coverage (UHC).

PharmAccess Foundation’s Country Director, Mrs. Njide Ndili, expressed the Foundation’s commitment to supporting Lagos State in its journey toward UHC.
She noted that their decision to develop the portal stemmed from their longstanding relationship with the state and their confidence in its ability to achieve this goal.
“With mandatory health insurance now in place, Lagos is on the verge of reducing out-of-pocket payments for medical expenses,” Ndili remarked.
She further assured the Foundation’s ongoing support, particularly in the area of digital transformation for health insurance and laboratories.
Ndili encouraged LASHMA to keep PharmAccess informed of any significant milestones achieved through the portal.
The Coordinator of Regulations, Mr Tosin Awosika, also expressed gratitude to PharmAccess for the portal, stating that it had met the agency’s current needs.
However, he emphasized that with mandatory health insurance in place, LASHMA would continue to upgrade the portal as required.
Key attendees at the event included Dr. Ademola Serrano, Innovation Manager at PharmAccess; Mr. Sefiu Oladejo, Head of ICT at LASHMA; Adeyinka Gbemilade, Public Affairs Officer at LASHMA; and other representatives from both organizations.
