EKO HOT BLOG reports that the Rivers State House of Assembly, in a session convened on Friday, voted against Governor Siminalayi Fubara’s enactment of the Rivers State House of Assembly, RSHA, Service Commission Law.
This marks the second instance where the state lawmakers have overruled Governor Fubara’s assent on bills, the first being in January when the House rejected his assent to four Bills previously passed and forwarded to him for approval.

During its 99th legislative session at the Assembly quarters, the House made the decision to override the Governor’s assent. Martins Wachukwu, media aide to the Speaker of the State Assembly, conveyed this decision in a statement to the press.
The statement indicated that the lawmakers reached this conclusion after Governor Fubara withheld his assent to the four Bills, expressing concerns that the proposed amendments might lead to confusion and violate constitutional provisions.

Rivers Crisis
In discussing the Rivers State House of Assembly Fund Management Bill, re-introduced by Majority Leader Major Jack and debated by members, Speaker Martin Amaewhule referred to Section 100(5) of the Constitution of the Federal Republic of Nigeria 1999, which grants the House the authority to override the Governor’s decision to withhold assent.

Similarly, the Rivers State Local Government Law (Amendment) Bill, the Rivers State Traditional Rulers’ Law (Amendment) Bill, and the Rivers State Advertisement and Use of State-owned Property Prohibition (Repeal) Bill were all reintroduced, debated, and voted upon, with unanimous support for overriding the Governor’s assent.
