Top Trump administration officials are preparing to meet with senior Russian representatives to initiate negotiations aimed at ending the war in Ukraine, multiple sources have confirmed.

National Security Adviser Mike Waltz, Secretary of State Marco Rubio, and Middle East Envoy Steve Witkoff are expected to travel to Saudi Arabia for discussions with high-ranking Russian officials, according to two sources familiar with the plans. One source stated that the meeting is set to take place in the coming days.

While the identities of the Russian attendees remain undisclosed, CNN previously reported that the Kremlin is assembling a high-level negotiating team, including political, intelligence, and economic figures, as well as Kirill Dmitriev—the Russian official who played a key role in a recent U.S. prisoner exchange.

President Donald Trump announced earlier this week that efforts to end the nearly three-year war in Ukraine would commence “immediately” following a “lengthy and highly productive” phone call with Russian President Vladimir Putin. The conversation, which marked the first known direct communication between the two leaders since Trump assumed office last month, underscores Trump’s urgency in seeking a resolution to the conflict.

House Foreign Affairs Committee Chairman Mike McCaul confirmed the plans in an interview with Politico at the Munich Security Conference on Saturday, stating, “Rubio, Waltz, and Witkoff are being dispatched to Saudi Arabia to talk to the Ukrainians and the Russians about Ukraine.”

Trump also suggested earlier this week that he could personally meet with Putin in Saudi Arabia in the “not-too-distant future,” though he emphasized that no formal decision had been made. “We think we’re going to probably meet in Saudi Arabia, the first meeting,” he said following his Wednesday call with Putin.

Saudi Crown Prince Mohammed bin Salman is expected to play a key role in facilitating the discussions. Witkoff credited the crown prince as “instrumental” in securing the release of wrongfully detained American Marc Fogel earlier this week.

The State Department had previously announced Rubio’s upcoming visit to Saudi Arabia as part of a broader diplomatic tour of Munich and the Middle East. On Saturday, Rubio, who had just arrived in Israel, held a phone call with Russian Foreign Minister Sergey Lavrov.

“The Secretary reaffirmed President Trump’s commitment to finding an end to the conflict in Ukraine,” State Department spokesperson Tammy Bruce said in a statement. “Additionally, they discussed the potential for collaboration on other bilateral issues.”

The Russian Foreign Ministry described the Lavrov-Rubio call as a demonstration of “mutual commitment to cooperation on pressing international matters,” including Ukraine and the Middle East crisis. Both sides agreed to maintain regular contact and continue preparations for a high-level Russian-American summit.
