The US State Department has halted all existing foreign aid programs and paused new funding, as revealed in an internal memo sent to officials and embassies worldwide.
This follows President Trump’s executive order on Monday, which called for a 90-day review of foreign aid to ensure its alignment with his administration’s foreign policy goals.

While emergency food aid and military funding for Israel and Egypt are exempt, other programs, including humanitarian and development efforts, face immediate suspension.
“Stop-work orders” have been issued for existing projects until a comprehensive review is completed within 85 days. Secretary of State Marco Rubio emphasized that US spending abroad should only advance America’s strength, safety, or prosperity.
This decision could disrupt critical aid programs globally, including de-mining initiatives, water, and sanitation projects. Former officials and experts have called the move “extremely broad” with potentially far-reaching consequences.
