The Rivers State Executive Council has cancelled the ₦134 billion contract earlier awarded for the reconstruction of the ageing State Secretariat Complex in Port Harcourt.
The contract, initially approved during the six-month emergency administration of Vice Admiral Ikot Ete Ibas (rtd), was terminated during a State Executive Council meeting held on Thursday, presided over by Governor Siminalayi Fubara.

EKO HOT BLOG reports that according to a statement from the council, the contractor, China Civil Engineering Construction Corporation (CCECC), which received ₦20 billion as mobilisation fee, has been directed to refund the amount to the state government immediately.
The council explained that the review followed concerns over transparency, value for money, and compliance with due process in the award of the contract under the former administrator.
In a related development, the council constituted a six-man committee chaired by the Deputy Governor, Professor Ngozi Odu, to assess and recommend the establishment of Computer-Based Test (CBT) centres across the state to support external examinations such as WAEC, NECO, and JAMB.
The council also instructed the state flood management committee, headed by the Deputy Governor, to intensify efforts in mitigating the effects of flooding in parts of the state. Residents were urged to desist from indiscriminate dumping of refuse and blocking of drainage channels to avoid worsening the flood situation.
The meeting, held at the Government House in Port Harcourt, was attended by key state officials, including the Secretary to the State Government, the Head of Service, eight retained commissioners, and the Permanent Secretaries of the Ministries of Works and Education.
Governor Fubara reaffirmed his administration’s commitment to accountability, fiscal discipline, and the review of all contracts awarded under the emergency rule to ensure they align with the state’s development goals.
