A new report has alleged that the United States’ consideration to classify Nigeria as a Country of Particular Concern (CPC) began during the administration of former President Muhammadu Buhari.
According to the Daily Sun, the move followed Buhari’s reported refusal to accept U.S. military assistance in combating terrorism, a decision that allegedly prompted Washington to place Nigeria under closer observation.

EKO HOT BLOG reports that Diplomatic sources quoted in the report claimed that American officials became increasingly frustrated by what they perceived as a lack of seriousness from Nigeria in tackling insurgency. The sources said U.S. intelligence agencies had offered to collaborate with Nigeria’s security institutions and even initiated discussions with the Nigerian Mission in Washington, but the efforts were rebuffed by the former president’s team.
One of the sources stated that Buhari questioned officials who proposed the U.S. partnership, asking them bluntly if anyone had said Nigeria needed foreign help. This reaction, according to the source, made Washington believe that the Nigerian government was unwilling to confront terrorism decisively.
“They monitored everything, including Nigeria’s waterways, borders, and terrorist movements. When they saw the government’s body language, they concluded there was no seriousness,” the diplomatic insider told Daily Sun.
After Buhari’s exit, the U.S. reportedly expected stronger action against terrorism but was disappointed to find that the situation had worsened. This prompted renewed concern and intelligence review under the current administration.
The source further noted that President Donald Trump’s latest warnings and threat of direct action were based on classified intelligence assessments, stressing that such declarations should not be taken lightly.

He recalled that U.S. special forces had once successfully rescued an American hostage from Nigerian forests without resistance, a move he said proved Washington’s deep intelligence capabilities and operational reach.
