The Federal Government has launched the Nigeria Beyond Oil and Gas Alliance (BOGA) Fund Programme, a two-year initiative aimed at assessing economic risks and opportunities arising from the country’s changing energy landscape.

Speaking at the launch in Abuja, Minister of Budget and Economic Planning, Abubakar Atiku Bagudu, said Nigeria must pursue diversification in an environmentally responsible and technology-driven manner that builds on the country’s local economic strengths.
He explained that diversification should not only focus on reducing dependence on oil revenue but also on applying science, skills and innovation to traditional sectors such as agriculture, fishing, artisanal mining and woodwork to generate higher value in a climate-smart way.
Drawing comparisons with Norway, Bagudu noted that the country has sustained strong fishing, agricultural and cultural industries despite being a major energy producer. He also cited the Netherlands as an example of how technological advancement and efficient value chains can drive agricultural exports beyond oil earnings.

Bagudu revealed that the government is developing a framework to map economic potential at the ward level, identifying local strengths and linking communities to financing, skills and technology to boost productivity sustainably.
He said fishing communities, for instance, could be supported to meet international standards, while farmers could benefit from improved seedlings and climate-resilient practices.
In her keynote address, Director-General of the National Council on Climate Change, Omotenioye Majekodunmi, described Nigeria’s move beyond oil as an evolution rather than a retreat, positioning the country toward green energy leadership while aligning with global climate goals.
Head of the Secretariat of the Beyond Oil and Gas Alliance, Sian Bradley, said the programme would assist Nigeria in planning a just and orderly energy transition, addressing methane and upstream emissions, and advancing decarbonisation efforts.
Executive Director of the Africa Policy Research Institute, Olumide Abimbola, whose organisation is the lead implementing partner, said the initiative would help Nigeria better understand the implications of shifts in the global energy system on revenue, jobs and communities, while identifying practical pathways for diversification.
Director-General of the Society for Planet and Prosperity, Prof Chukwumerije Okereke, said the programme is significant because it anchors Nigeria’s energy transition in evidence, economic realism and fairness for workers and communities.
The BOGA Fund Programme is implemented by the Africa Policy Research Institute in collaboration with the Society for Planet and Prosperity. Its development was led by the National Council on Climate Change, which set up a cross-government working group involving key ministries and regulatory agencies in the petroleum and environment sectors.
The initiative is expected to complement existing national and international climate efforts by promoting evidence-based policymaking, institutional coordination and long-term economic resilience.
