The Lagos State Government has taken a major step toward improving healthcare delivery at the grassroots with the signing of a 10-year financial sustainability plan aimed at strengthening primary healthcare services across the state.
Eko Hot Blog reports that the agreement, known as the “Lagos State Primary Health Care Compact 2026,” was signed by the Lagos State Primary Health Care Board alongside chairmen of the 20 Local Government Areas and 37 Local Council Development Areas.

The pact is expected to provide a long-term framework for sustainable healthcare financing, stronger collaboration among government institutions, and improved access to quality healthcare services for residents.
The agreement was reached during a two-day retreat on primary healthcare financing held in Lakowe. The programme was organised by the Lagos State Primary Health Care Board in collaboration with Conference 57, the World Bank-supported IMPACT Programme, Engender, and other development partners.
Stakeholders at the retreat engaged in discussions on strategies to secure the future of primary healthcare in Lagos, with participants expressing strong support for the initiative.
The event also witnessed what officials described as a rare show of unity among state and local government authorities, as council chairmen pledged commitment to improving healthcare systems within their communities.

Representing the state government at the signing were the Commissioner for Health, Akin Abayomi, the Special Adviser to the Governor on Health, Kemi Ogunyemi, and the Permanent Secretary of the Lagos State Primary Health Care Board, Ibrahim Akinwunmi Mustafa.
Officials said the compact aligns with the state government’s THEMES Plus Agenda and the Lagos State Development Plan 2052, both of which place healthcare at the centre of social and economic development.
They added that the initiative is expected to strengthen healthcare systems at the community level while ensuring residents have better access to affordable and people-centred medical services.
