The review led to the exclusion of individuals convicted of serious crimes such as kidnapping, drug trafficking, human trafficking, fraud, and illegal possession or dealing in firearms, due to their grave security and social implications.

The Presidency explained that the decision considered the balance of justice for offenders, victims, and society while ensuring that law enforcement morale and national security were not undermined. Some previously pardoned convicts had their sentences reduced instead of being fully released.
The finalized list of beneficiaries has been forwarded to the Nigerian Correctional Service for execution.

In a move to strengthen due process, President Tinubu also ordered the relocation of the Secretariat of the Presidential Advisory Committee on Prerogative of Mercy from the Ministry of Special Duties to the Federal Ministry of Justice.
He further directed the Attorney-General of the Federation to develop new guidelines ensuring that future mercy exercises adhere strictly to legal and procedural standards.
The President reaffirmed his administration’s commitment to comprehensive judicial reform and enhancing justice administration in Nigeria.
