The Lagos State House of Assembly has begun legislative consideration of a bill to create a state-owned railway corporation, setting the stage for a comprehensive legal and institutional framework to manage rail transport across the state.
Eko Hot Blog reports that the proposed legislation, titled “A Bill for a Law to Establish the Lagos State Railway Corporation and for Connected Matters, 2025,” aims to provide an efficient, safe, and sustainable foundation for rail transportation in Lagos.

Speaking at a one-day public hearing on Wednesday, the Speaker of the House, Rt. Hon. Mudashiru Obasa, said the initiative demonstrates the government’s continued commitment to modernizing transportation and improving residents’ quality of life.
Obasa, represented by the Deputy Speaker, Hon. Mojisola Meranda, stated that the bill, when passed, would enhance mobility, reduce traffic congestion, and shorten travel time for millions of commuters.
“This proposed legislation represents yet another bold and visionary step in the Lagos State Government’s continued efforts to improve the welfare and quality of life of its people,” he said.

“Railway transportation remains a critical component of modern infrastructure. It ensures safe, cost-effective, and environmentally friendly movement of people and goods while driving trade, commerce, and economic growth.”
According to the bill, Section 26 provides for the appointment of an Inspector of Railways to conduct regular inspections of trains and tracks, ensure operational safety, and provide professional guidance on railway management.
In his remarks, the Chairman of the House Committee on Transportation, Hon. Temitope Adedeji (Ifako-Ijaiye Constituency 1), said the proposed corporation would play a pivotal role in addressing the state’s transportation challenges.
He described the bill as both timely and necessary, noting that Lagos’s growing population demands a modern, reliable, and integrated transport system.
“With the state standing at a pivotal point in its infrastructural and economic development, there is an urgent need to establish a robust legal and institutional framework to regulate and operate railway services efficiently,” Adedeji said.
