- FG Increases Amnesty Scholarships to Boost Education in Niger Delta

The Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Otuaro, has explained that the Federal Government expanded the PAP scholarship scheme to give more indigent students and communities across the Niger Delta access to formal education and to build a strong manpower base for the region.
Eko Hot Blog reports that Otuaro made this known during an interactive session in London on Saturday with PAP scholarship beneficiaries currently pursuing undergraduate and postgraduate programmes in various UK universities.

He said the engagement, convened at his instance, was aimed at addressing students’ welfare challenges and strengthening communication between the PAP office and its foreign scholars.
According to him, the number of in-country scholarship placements rose from 3,800 in the 2024/2025 academic year to 3,900 in 2025/2026, while foreign scholarships increased to about 200.
He attributed the expansion to the strong support of President Bola Tinubu and the National Security Adviser (NSA), Mallam Nuhu Ribadu, noting that both leaders have shown great confidence in the programme, which aligns with the Renewed Hope Agenda.
“We want the scholarship programme to impact more students and communities in the Niger Delta. That’s why we have expanded it and increased formal education opportunities,” Otuaro said.
He expressed gratitude to President Tinubu and the NSA for their encouragement, describing their backing as a key driver of the PAP’s renewed focus on human capital development.
“Mr President and the NSA are very impressed with what we are doing. On your behalf, I want to thank them for this life-changing opportunity,” he added.

Otuaro urged the students to justify the government’s investment by excelling academically and exhibiting exemplary conduct, stressing that they are ambassadors of Nigeria while in the United Kingdom.
“Government is investing heavily in you, and you have an obligation to justify that investment. Be agents of change and avoid acts of mischief while in the UK,” he said.
He noted that the knowledge gained from their studies would empower them to contribute positively to their families, communities, and the overall development of the Niger Delta.
“The knowledge you are receiving today is to help you plan and prepare for the future. Whatever knowledge you gain cannot be taken away from you,” he stated.
Otuaro reaffirmed the PAP’s commitment to expanding educational opportunities, promoting peace, and driving sustainable development across the region through collaboration and targeted empowerment initiatives.
