The Lagos State Government has announced plans to digitise and automate the approval process for telecommunication infrastructure projects with the introduction of the Telecommunication Infrastructure Regulatory System (TIRS), scheduled to launch in February 2026.
Eko Hot Blog reports that this was disclosed in a statement signed by Prince Oyekanmi Elegushi, General Manager of the Lagos State Infrastructure Maintenance Regulatory Agency (LASIMRA).

According to Elegushi, the new system will ensure that all telecommunication infrastructure projects across Lagos strictly comply with regulatory standards while enhancing transparency, efficiency, and accountability.
He explained that the TIRS platform will streamline the approval process for masts, towers, and right-of-way permits for fiber optic cables, effectively eliminating bureaucratic bottlenecks and reducing physical interactions.
“The implementation of the Telecommunication Infrastructure Regulatory System, TIRS, is expected to significantly enhance transparency and accountability, minimizing human interaction by as much as 99 per cent.
Companies will now be able to apply for infrastructure permits such as masts, towers, and fiber optic right-of-way online, reducing the need for physical visits,” Elegushi said.

The LASIMRA General Manager revealed that a comprehensive training programme had been conducted for all departments and units within the agency to ensure a smooth transition to the new digital platform once it becomes operational.
He stated that the training covered both theoretical and practical aspects of TIRS, equipping LASIMRA personnel with the technical skills needed to effectively manage and oversee telecom infrastructure approvals through the system.
Elegushi reaffirmed the state government’s commitment to creating a transparent, sustainable, and investor-friendly regulatory environment for telecom operators and infrastructure providers.
He added that the introduction of TIRS aligns with Governor Babajide Sanwo-Olu’s vision of advancing digital governance and enhancing service delivery through technology-driven solutions.
