The Executive Chairman of Ibeju-Lekki Local Government, Hon. Abdullahi Sesan Olowa, has flagged off the 2026 Budget Retreat with a renewed commitment to strengthening infrastructure, boosting revenue, and improving community welfare across the rapidly developing council area.

“Building the New Lagos: Strengthening Infrastructure and Community Welfare in Ibeju-Lekki Through Strategic Planning and Inclusive Budgeting.”
Hon. Olowa said the retreat marks a continuation of the participatory process already carried out across the wards, where residents outlined their needs and expectations for the new year.
“We had a stakeholders’ workshop two weeks ago, and all ward-level feedback has been harmonized by our departments,” he said.
“What we are doing now is reconciling these inputs to ensure our budget aligns with our SHIELD agenda and the THEMES+ development blueprint of Mr. Governor. Whatever we do must be in line with the state’s growth direction.”
He noted that major state and federal projects—including the coastal road, Lekki port access road, the Free Trade Zone, and the upcoming international airport—have positioned Ibeju-Lekki as the centre of the emerging Lagos.
“It is clear that Ibeju-Lekki is the focus of a new Lagos,” he added.
“As a local government, we must prepare through strategic planning that prioritizes education, health, environment, infrastructure, and security.
Residents should expect more impactful and people-centered projects in 2026.”
At the retreat, committees reviewed key procurement processes such as sourcing, issuing requests for proposals, evaluation, contract award, delivery and inspection, and contract management.
The evaluation sub-committee reaffirmed its commitment to fairness, explaining that proposals are judged on cost, quality, suitability, and both social and environmental responsibility.
HOD Planning and Budget, Avose Senami Oluwakemi, said the council is committed to producing a people-friendly and inclusive financial plan that reflects the needs expressed during the stakeholders’ meeting.
“The people have made their requests known, and our duty is to develop a budget that addresses infrastructure deficits while bridging existing gaps,” she said. “Ibeju-Lekki is described as the new face of Lagos, and this budget must prepare the council for its role in shaping a conducive environment for future generations.”
Council Manager, Otinwa Oladipupo, described the retreat as a critical step in preparing for a transformative year.
“In every organization, planning is key,” he said.
“This retreat helps us outline our financial targets, revenue projections, and development priorities for 2026.
With the airport and coastal road coming, we must build local infrastructure that aligns with government plans.
