- Lagos Launches Digital Planning Permit System to Boost Urban Development

The Lagos State Government has reaffirmed its commitment to building a resilient, sustainable and globally competitive megacity with the introduction of the Electronic Physical Planning Permit Processing System (e-PPPS), a digital platform designed to transform planning permit administration across the state.
Eko Hot Blog reports that the Commissioner for Physical Planning and Urban Development, Oluyinka Olumide, disclosed this during the 2026 Annual Ministerial Press Briefing organised by the Lagos State Ministry of Information and Strategy as part of activities commemorating the third year of the second term of Governor Babajide Sanwo-Olu.

According to the commissioner, the platform, deployed by the Lagos State Physical Planning Permit Authority, enables residents and developers to submit and process planning permit applications online from any location, thereby improving transparency, efficiency, accessibility and ease of doing business.
Dr. Olumide revealed that the digital initiative has already recorded significant results, with LASPPPA processing 14,549 applications and granting 11,701 approvals between June and December 2025. Between January and March 2026, the agency received 7,054 applications and approved 5,578 permits.
He added that the state’s 60-Day Amnesty Programme further enhanced compliance, generating 7,198 applications and resulting in 4,113 approvals within the period.

Highlighting other achievements of the ministry, the commissioner disclosed that major planning frameworks, including the Lagos Island Model City Plan, the Ibeju-Lekki Model City Plan and the Revised Badagry Master Plan, have been completed to support orderly urban growth, efficient land use and coordinated infrastructure development.
The ministry also intensified compliance monitoring, inspecting 205 estates and publishing the names of 176 illegal estates to protect residents from unapproved developments and encourage adherence to planning regulations.
On dispute resolution, Dr. Olumide stated that the ministry handled 987 public petitions through its Technical Services Department, achieving a resolution rate of nearly 48 per cent, thereby reducing litigation and improving public confidence in the planning process.
He further noted that stakeholder engagement, public sensitisation programmes and strategic partnerships have continued to strengthen collaboration between government and residents in the implementation of physical planning policies.
The commissioner also highlighted the Setback, Common Areas and Roadside Administration and Monitoring Project (SCRAMP), which identified more than 3,700 hectares of underutilised spaces across over 1,700 locations for proper documentation and productive use.
Similarly, the Lagos State Informal Space Management Authority has continued to improve urban spaces through initiatives such as the Lagos Green Kiosk project and the deployment of environmentally friendly technologies aimed at enhancing sustainability and urban aesthetics.
Dr. Olumide said the recent reconstitution of the Lagos State Physical Planning and Building Control Appeals Committee demonstrates the government’s commitment to transparency, accountability and effective dispute resolution within the built environment sector.
He attributed the ministry’s achievements to the support and leadership of Governor Sanwo-Olu, noting that the administration’s THEMES+ Agenda remains central to Lagos’ vision of becoming a globally competitive 21st-century economy.
The commissioner assured residents that the ministry would continue to leverage technology, data-driven planning and stakeholder collaboration to promote inclusive, efficient and sustainable urban development across Lagos State.
