According to a statement issued by his Special Adviser on Information and Strategy, Bayo Onanuga, Tinubu also constituted an 11-member committee to develop the strategic defence operations plan.
The President’s Special Adviser on Homeland Security, Major General Adeyinka A. Famadewa, will coordinate the committee and provide secretariat support for its activities.
Other members of the committee include the National Security Adviser, Malam Nuhu Ribadu; Minister of Defence, General Christopher Musa; Minister of State for Defence, Alhaji Bello Muhammad Matawalle; and Chief of Defence Staff, General Olufemi Oluyede.
The Chief of Army Staff, Lt. General Waidi Shaibu; Chief of Air Staff, Air Marshal Sunday Kelvin Aneke; and Chief of Naval Staff, Vice Admiral Idi Abbas, are also members.
The committee further includes the Director-General of the Department of State Services, Tosin Ajayi, and the Director-General of the National Intelligence Agency, Ambassador Muhammed Muhammed.
Tinubu said the new strategic framework was necessary to establish a coordinated approach to the security threats confronting the country.

The framework, according to the President, will provide a common understanding of the threats facing Nigeria, define operational objectives and identify the capabilities required to effectively address them.
He also pointed to recent successes by the country’s security agencies as evidence of the importance of stronger coordination.
Tinubu specifically cited the rescue of pupils and teachers abducted in Oriire Local Government Area of Oyo State as an example of what could be achieved when defence, intelligence and security agencies work together.
“The operation demonstrated what can be achieved when our agencies work together with a clear objective and the necessary intelligence,” the President said.
The National Threat Assessment and Strategic Defence Operations Plan are expected to provide a unified framework for Nigeria’s defence and security agencies while improving intelligence sharing, operational coordination and strategic planning.
The committee is expected to work towards developing a long-term security framework capable of responding to the country’s evolving security threats and strengthening the overall effectiveness of national defence operations.
