The Federal Government has announced the launch of a new initiative aimed at improving the welfare and professional development of staff in Nigeria’s tertiary institutions.
Eko Hot Blog reports that the initiative is known as the Tertiary Institution Staff Support Fund (TISSF), the scheme will provide academic and non-academic staff with access to welfare-focused loans of up to ₦10 million.

The announcement was made during a high-level stakeholder engagement held in Abuja, where the Minister of Education, Dr. Maruf Tunji Alausa, described the initiative as part of the broader efforts to reposition the nation’s education system in line with President Bola Tinubu’s Renewed Hope Agenda.
“TISSF is not just about welfare. It is about empowerment,” Dr. Alausa said. “We are ensuring that our education workforce is supported to live well, grow professionally, and continue contributing meaningfully to institutional excellence.”
The fund, which covers universities, polytechnics, and colleges of education, is structured as a loan scheme to promote financial stability and career advancement.
Beneficiaries can access up to ₦10 million, capped at 33.3% of their gross annual salary. The funds can be used for various needs, including medical care, transportation, and small-scale business ventures like poultry farming.

The Bank of Industry will oversee the disbursement of the fund to ensure transparency and accountability throughout the implementation process.
Also speaking at the event, the Minister of State for Education, Professor Suwaiba Sa’id Ahmad, said the programme was designed through broad consultations with staff unions, institutional leaders, and other stakeholders.
“This reflects our commitment to inclusive, participatory policymaking and results-driven implementation,” she said, adding that a comprehensive monitoring and evaluation framework has been established to track the programme’s progress and impact.
Key stakeholders in attendance, including the Senior Special Assistant to the President on Student Engagement, the Executive Secretary of TETFund, the Managing Director of the Bank of Industry, and heads of various tertiary institutions, commended the initiative.
They described it as a timely intervention that would boost staff morale and overall performance in the education sector.
The Ministry of Education reiterated its commitment to ensuring the successful rollout of the TISSF and strengthening the capacity of Nigeria’s tertiary education workforce.
