FIFA has approved a series of major changes to the Laws of the Game aimed at reducing time wasting, improving fairness and ensuring smoother match flow ahead of the 2026 FIFA World Cup.
The decision followed the 140th annual meeting of the International Football Association Board held in Wales.
Football authorities said the amendments are part of wider efforts to reduce controversies surrounding refereeing decisions, promote consistency in the application of rules and limit unnecessary stoppages during matches.

EKO HOT BLOG reports that the new regulations are expected to take effect before the 2026 World Cup, which will be jointly hosted by the United States, Canada and Mexico. The tournament will also feature an expanded format of 48 teams.
Player Substitutions
One of the key changes affects player substitutions. Under the new rule, players leaving the field must exit the pitch within 10 seconds when they are substituted.
Failure to comply will attract a sanction, as the incoming player will be required to wait one minute before entering the field.
Football authorities say the measure is intended to discourage players from deliberately slowing down substitutions when their teams are protecting narrow leads late in matches.
Five Second Limit For Restarts
The new rules also introduce a countdown for throw ins and goal kicks.
Players will now have five seconds to restart play in such situations. If a player fails to take a throw in within the allotted time, possession will be awarded to the opposing team.
Officials say the regulation is designed to prevent deliberate delays and maintain the tempo of matches.
Injured Players To Receive Treatment Off The Pitch
Another amendment affects how injured players receive medical treatment during matches.
Under the new rule, players who require medical attention must leave the field and remain off the pitch for at least one minute before returning to play.
According to Pierluigi Collina, the rule aims to limit time wasting and improve the overall flow of the game. The system had previously been tested during FIFA trial competitions, including the FIFA Arab Cup.
VAR Expanded To Review More Decisions
The role of the Video Assistant Referee will also be expanded under the updated rules.
Previously, VAR reviews were limited mainly to goals, penalties, direct red cards and cases of mistaken identity.
Under the revised guidelines, VAR will now be allowed to review second yellow card offences and incorrect corner kick decisions.
Referees will be permitted to review clear errors related to these incidents provided the process is conducted quickly and does not disrupt the flow of play.
Football authorities said the changes are expected to improve transparency in officiating while reducing disputes over refereeing decisions.

Officials also believe the amendments will help create a faster paced and more consistent game across competitions worldwide, particularly with the expanded format of the 2026 World Cup.
