Health, Planning Ministries Partner with AfDB on Sustainable System Project
Lagos State Ministry of Physical Planning and Urban Development recently held a meeting with the Ministry of Health and representatives from the African Development Bank (AfDB) to explore ways of enhancing the sustainability of health systems project preparation in the state.
Dr. Oluyinka Olumide, Commissioner for Physical Planning and Urban Development, emphasized the importance of physical planning in driving any meaningful development, stating, “Physical planning should be the first port of call as far as project preparation is concerned.”
He highlighted the Ministry’s critical role in site selection and project site delivery for all development initiatives in Lagos.
Olumide further explained that the Ministry oversees design approvals and construction monitoring to ensure compliance with zoning laws and other Master Plan regulations.
Tpl. Daisi Oso, General Manager of the Lagos State Informal Sector Management Authority (LASISMA), stressed the need for collaboration between the two ministries to reform informal economic spaces, thereby improving access to healthcare services.

Speaking on the Ministry’s contributions, Tpl. Kunle Salami, Director of the Regional and Master Plan Department, discussed the importance of development plans created in partnership with stakeholders to ensure structured growth.
In his remarks, Lagos State Commissioner for Health, Prof. Akin Abayomi, who facilitated the meeting, said the visit was part of a series of engagements with relevant government agencies aimed at bolstering health system sustainability in the state.
“The visit to the Ministry of Physical Planning and Urban Development was part of visits to the relevant MDAs of the government for the same purpose,” he noted.
AfDB team lead, Babatunde Omilola, expressed his satisfaction with Lagos’ development strides, stating, “The Africa Development Bank is out to promote economic growth and integration on the continent.”
During the meeting, Commissioner Olumide presented the AfDB team with copies of the state’s Development Plans, while Tpl. Bola Aliu, Director of Technical Services, urged continued collaboration between the two ministries through regular meetings.
Also in attendance were Tpl. Kehinde Osinaike, General Manager of the Lagos State Physical Planning Permit Authority, and several other key directors from the Office of Physical Planning.
