Cashmir Chinedu Luke, the Chief Executive Officer of a U.S.-based home care company, Four Corners Health LLC, has been arrested by American authorities at the San Francisco International Airport while attempting to board a flight to Nigeria.
According to the United States Department of Justice (DOJ), Eko Hot Blog gathered that Luke, 66, of Antioch, California, is facing charges for allegedly defrauding the Department of Veterans Affairs (VA) of over $7 million through thousands of false claims submitted under the Veterans Community Care Program.

Federal prosecutors allege that between December 2019 and July 2024, Luke submitted approximately 10,000 fraudulent claims, including bills for care that was never provided, duplicate submissions, and charges for services supposedly rendered to veterans weeks after they had died.
The scheme reportedly targeted veterans across several counties, including Fresno, Tulare, Merced, Mariposa, Madera, San Francisco, and Contra Costa. As the sole owner and billing representative of Four Corners Health LLC, Luke is accused of personally profiting from the scheme and transferring proceeds to bank accounts across Asia and Africa.

“He is charged in a criminal complaint alleging that he fraudulently obtained more than $7 million in payments from the Department of Veterans Affairs for services that were never actually rendered.”
The ongoing investigation is being led by the Veterans Affairs Office of Inspector General, while Assistant U.S. Attorney Calvin Lee is prosecuting the case.
If convicted, Luke faces a maximum penalty of 10 years in federal prison and a fine of $250,000. The DOJ stressed that the charges remain allegations and that Luke is presumed innocent until proven guilty in court.
