The legislation aims to regulate the opening, management and operation of Local Government Accounts in line with Section 7 (1) of the nineteen ninety nine Constitution, which empowers state assemblies to make laws on local government finances. Lawmakers said the bill will strengthen accountability, curb financial misuse and ensure strict adherence to statutory fiscal procedures at the grassroots level.
Under the newly approved framework, only Directors of Finance and Directors of Administration and General Services in local governments will serve as signatories to all Local Government Accounts.
Political office holders and their appointees are expressly barred from becoming account signatories, a move seen as an effort to prevent political interference in council finances.

Speaker Adewale Egbedun announced that a clean copy of the bill will be forwarded to the governor for assent. Once signed, the law is expected to promote improved service delivery, institutional integrity and stronger financial discipline across Osun State’s local government system.
