The penalties stem from details provided to the Premier League by the ownership group led by Todd Boehly after they purchased the club from former owner Roman Abramovich in 2022.

According to the investigation, payments linked to third parties connected with Chelsea were made between 2011 and 2018 to players, agents who were not officially registered, and other individuals. These payments were not properly disclosed to the league at the time.
Despite the breaches, officials noted that even if the payments had been fully declared in the club’s financial reports, Chelsea would still have remained within the league’s profitability and sustainability rules.

The Premier League also said the club’s cooperation during the investigation influenced the disciplinary outcome. Chelsea acknowledged the violations, reported the issues themselves, and worked closely with investigators, which helped reduce the severity of the sanctions.
In a related development, the club has also been charged by The Football Association over 74 alleged rule breaches connected to the same financial disclosures provided by the current ownership group.
