The Lagos State Government, in partnership with the World Bank and First City Monument Bank, is pushing forward a $500 million programme aimed at improving education and primary healthcare across Nigeria.

It is backed by the Federal Government and is being implemented across all 36 states and the Federal Capital Territory.
Unlike traditional programmes, funding under HOPEGOV is tied to measurable results rather than projections, ensuring that progress is tracked and verified.
Speaking at a public presentation of Lagos’ progress, Governor Babajide Sanwo Olu said the initiative is ultimately about improving everyday life for residents.
“For us in Lagos, this is about people,” he said. “It is about ensuring that a child has access to the right learning materials, that a mother receives quality care at a primary health centre, and that public resources are managed transparently for all to see.”

He noted that early improvements are already being recorded, driven by a shift from spending based on inputs to a system focused on performance and outcomes.
Experts say the programme is addressing long standing gaps in service delivery by strengthening procurement systems, ensuring funds are used effectively, and holding institutions accountable to clear standards.
A senior procurement specialist at the World Bank, Akin Onimole, said Lagos has shown strong commitment in improving its systems, which is helping to translate reforms into real results.
Also speaking, the Managing Director of FCMB, Yemisi Edun, said the bank’s role is to support the flow of funds and expand opportunities for communities.
“We are working with our partners to open up more opportunities for children and communities,” she said.
The programme continues to position Lagos as a key player in efforts to improve access to quality education and healthcare services across the country.
