Lagos State has emerged as the only state in Nigeria to receive a five-star rating in the 2025 Phillips Consulting State Performance Index (pSPI), reinforcing its position as the country’s highest-performing subnational government.
Eko Hot Blog reports that the annual assessment, conducted by Phillips Consulting, evaluated the 36 states and the Federal Capital Territory (FCT) across critical sectors, including fiscal management, economic development, infrastructure, healthcare, education, governance, environmental sustainability and digital access.

According to the report, Lagos was the sole state to attain the highest performance category, earning an “Exceptional” rating and securing the number one position nationwide.
Ogun, Kaduna, Adamawa and Niger states followed behind with four-star ratings, reflecting strong performances across several development indicators.
The report attributed Lagos’ outstanding performance to its robust internally generated revenue (IGR), extensive infrastructure development, vibrant private sector and effective public service delivery.
It noted that the state’s status as Nigeria’s commercial and financial centre continues to drive economic growth, supported by a strong transportation network, thriving business environment and sustained investment in development projects.
Lagos also earned commendation for its achievements in innovation and digital transformation. The report highlighted the state’s adoption of technology-driven governance reforms and digital service delivery initiatives, which have enhanced transparency, efficiency and citizen engagement.
Unlike many states that depend heavily on federal allocations, Lagos was recognised for its capacity to generate substantial local revenue and effectively deploy it towards infrastructure development and public services.
The 2025 pSPI assessment combined objective development indicators with citizens’ perceptions, assigning 70 per cent weight to measurable data and 30 per cent to public feedback.
Nearly 10,000 respondents participated in the survey, offering insights into governance and service delivery across their respective states.
According to Phillips Consulting, the index measures not only economic performance but also the effectiveness of governance systems, policy implementation and public service outcomes.

The report further observed that while Lagos has consistently ranked among Nigeria’s top-performing states, the 2025 edition revealed a wider gap between the state and its closest competitors, with no other state attaining a five-star rating.

Phillips Consulting explained that the index is intended to serve as a policy tool, providing governments with data-driven insights to identify gaps, benchmark progress and implement reforms.
The firm added that the assessment promotes accountability, encourages better governance outcomes and fosters healthy competition among states.
With its latest five-star rating, Lagos has further cemented its reputation as Nigeria’s benchmark for governance, economic development and public sector performance.
