The Lagos State Government has kicked off its 2026 promotion exercise for civil servants and personnel across its ministries, departments, agencies, and parastatals, as part of efforts to strengthen a merit-based public service.
Eko Hot Blog reports that the announcement was made via the state government’s official X handle, noting that the exercise covers officers on Grade Levels 01–05 within the core civil service and Grade Levels 01–16 in parastatal organisations.

As part of the process, junior officers in the mainstream service and those in lower cadres within parastatals are undergoing the Revised Structured Training Programme (RSTP), while senior officers are being assessed under the Structured Evaluation Assessment Programme (SEAP).
SEAP, which is being introduced for the first time, marks a major shift in the promotion process. It includes written examinations and computer-based tests, aimed at ensuring that advancement into senior roles is based on competence, performance, and professional development.
The exercise is currently taking place at designated centres, including the Public Service Staff Development Centre in Magodo and the Women Development Centre in Agege.
So far, 388 officers are participating in the SEAP, while 4,870 officers are undergoing the structured training programme.
The Commissioner for Establishments and Training, Afolabi Ayantayo, who monitored the exercise, described the process as orderly and well-coordinated. He encouraged participants to remain focused and approach the exercise with a strong sense of responsibility.
He added that the introduction of SEAP would help ensure promotions are based on proven knowledge and skills, while also improving the overall capacity of the state’s workforce.

Also speaking, the Permanent Secretary, Olubusola Abidakun, expressed satisfaction with the level of organisation, reaffirming the government’s commitment to reforms aimed at boosting efficiency and productivity in the civil service.
The promotion exercise is expected to run through the week and into the next, with various sessions designed to prepare officers for higher responsibilities. In line with civil service rules, promotion committees will review eligible candidates, while those who are unsuccessful will have the option to appeal within a stipulated period.
