The Lagos State Universal Basic Education Board (LASUBEB) has officially validated the reviewed Universal Basic Education (UBE) Guidelines for accessing and utilizing the Federal Government’s UBE Matching Grant, a development expected to enhance transparency and efficiency in basic education funding across the State.
Eko Hot Blog reports that the validation exercise, conducted under the HOPE EDU initiative, convened key policy actors and education stakeholders, including Education Secretaries from Local Government Education Authorities, NGOs, School-Based Management Committees, parents’ forums, vendors, and legal experts.

The session enabled participants to analyze and fine-tune the draft guidelines before adoption.
Speaking at the event, the Executive Chairman of LASUBEB, Dr. Hakeem Babatunde Shittu, emphasized the importance of aligning the Federal Government’s intervention with Lagos State’s education realities.
He noted that the UBE fund remains central to expanding quality education and improving learning outcomes.
“Universal Basic Education Intervention Fund has contributed greatly to strengthening the education system nationwide,” he said.
“The reviewed guidelines must reflect our local needs and ensure effective deployment for infrastructure, access, capacity development, and equitable learning opportunities.”
Dr. Shittu added that Governor Babajide Sanwo-Olu approved the constitution of a Technical Working Committee to review the guidelines to meet Lagos-specific requirements, stressing that the committee has completed its task.
He reaffirmed the Board’s inclusive approach, stating, “Our principle remains leave no child behind and carry all stakeholders along.”
For stakeholders, the validation marks a critical step in planning and partnership. Mr. Babatunde Shoneye, Education Secretary, Kosofe LGEA, praised the collaborative effort, stating,

“As actors in basic education, it is necessary for us to come together in decision-making for development in education.
