Speaking at the event, the Permanent Secretary of the Career Management Office in the Office of the Head of the Civil Service of the Federation, Nkiruka Jones Nebo, described both reforms as major steps toward improving efficiency and strengthening leadership within the Federal Civil Service.

She said the government remains committed to building a public service driven by modern technology and skilled personnel capable of delivering quality services to Nigerians.
According to her, the new IPPIS Human Resources Employee Self Service Application is designed to simplify personnel management by allowing employees and managers to access and process routine HR services more efficiently.
She explained that the platform would reduce delays, improve transparency and support accountability across ministries, departments and agencies.
Jones Nebo added that the digital platform aligns with the Federal Government’s ongoing reforms aimed at creating a more responsive and technology driven public service.
She also highlighted the importance of the recently approved Public Service Mentoring Policy and Guidelines, describing it as a framework that will strengthen leadership development, succession planning and knowledge sharing across the civil service.

The permanent secretary noted that the mentoring programme would enable experienced public servants to guide younger officers while preserving institutional knowledge for future generations.
She said introducing both initiatives together reflects the government’s strategy of combining digital innovation with human capital development to improve public sector performance.
Jones Nebo commended the Head of the Civil Service of the Federation, Didi Esther Walson Jack, for championing reforms that continue to attract international recognition, including recent interest from officials of The Gambia who visited Nigeria to study its civil service transformation efforts.
She urged permanent secretaries, chief executives and heads of human resources across government institutions to ensure the successful implementation of both programmes.
The Federal Government said the initiatives form part of broader efforts to build a modern, transparent, efficient and globally competitive civil service that can better serve citizens.
