The security initiative, which translates to “Operation Peace Shall Reign,” is a result of the Anambra State Homeland Security Law 2025, signed by Governor Soludo.
In attendance were members of the Anambra State Executive Council, the Senate, other State Governors, Chairmen, Traditional Rulers, the Diplomatic Community, and recognized leaders in the state.
Operation Udo Ga-Achi will consist of over 2,000 personnel from various security agencies, including the Nigeria Army, Police, Navy, Directorate of Secret Service (DSS), Civil Defence, Special Forces, and Agunechemba, the state’s indigenous security outfit.
The force aims to support existing law enforcement agencies in crime prevention, with a focus on drugs, touting, cultism, and criminal idolatry.
Equipped with cutting-edge technology such as tracking systems, AI-powered surveillance cameras, and communication devices, Operation Udo Ga-Achi will be active across the state, conducting patrols and stop-and-search operations as necessary.

Governor Charles Soludo
Soludo says the state will leverage state call centers with toll-free lines (5111 and 08002200008) and the 112 emergency number provided by the Nigerian Communications Commission (NCC). This collaboration will strengthen intelligence gathering, encourage whistleblowers, and enable swift responses to security threats.
Emphasizing the importance of security, law, and order in achieving a livable and prosperous Anambra State, Governor Soludo acknowledged the evolving nature of criminality in the region.
He stressed the need for a multifaceted approach that combines both proactive and reactive measures, involving various security agencies, communities, and local government areas.
As part of this collaborative effort, the government will partner with the Commissioner of Police and Department of State Services to identify the top 10 local government areas with a history of violent crimes.
To incentivize crime reduction, Governor Soludo announced a monthly bonus of N10 million to any local government area that achieves zero violent crime rates.
A reward system has also been established for whistleblowers and those providing credible information leading to the arrest of kidnappers, armed robbers, or other criminals.

In addition, an amnesty program is being offered for kidnappers, cultists, drug dealers, and other criminals who voluntarily surrender themselves and their weapons by February 28, 2025.
Those who comply will be registered at the Office of the Security Adviser for rehabilitation, underscoring the government’s commitment to addressing the root causes of crime and promoting long-term stability in Anambra State.
