Their collective analysis underscores the urgency of strategic reforms in national security policies, improved intelligence gathering, and enhanced coordination among various security agencies. Additionally, they emphasized addressing socio-economic factors fueling criminal activities, advocating for increased collaboration between the military and local communities.

A retired Airforce General suggested, “President Bola Tinubu should give a definitive order to the Minister of Defence, the CDS, the Service Chiefs, and the Inspector General of Police, that this insecurity should end in three, four, or six months. If not, consequences should follow.”

Another retired army general proposed a “Scotch Egg Approach” operation, where joint forces would encircle and eliminate criminal elements, illustrating the need for decisive action against terrorists and bandits.

An Airforce general stressed the importance of reorienting the police and establishing a Joint Counter Terrorism Training Centre for all para-military personnel to facilitate effective collaboration.

Different retired generals presented diverse perspectives, including a call for a total overhaul of the security architecture, highlighting the need to anticipate and counteract the tactics employed by non-state actors.

A Navy Rear Admiral urged the recruitment of more personnel, collaboration among states, and empowering local vigilantes to address security challenges at the grassroots level.
