The Lagos State Government has introduced a “no power no pay” policy as part of efforts to improve electricity supply and ensure accountability in payments for energy delivery.
Eko Hot Blog reports that Governor Babajide Sanwo Olu disclosed this on Sunday after witnessing the signing of three power purchase agreements at Lagos House, Marina.

According to him, the agreements are aimed at strengthening existing capacity and addressing persistent gaps in electricity supply across key public infrastructure.
“Today at Lagos House, Marina, I witnessed the signing of three power purchase agreements designed to build on existing capacity and address what has not been working,” he said.
Under the new arrangement, different power firms will handle supply to specific areas. Fenchurch Power will provide electricity to major water facilities in Adiyan and Iju, while Mainland Power will continue supplying Ikeja, Oshodi and Anthony, with plans for expansion. Viathan will maintain stable power supply to key facilities on Lagos Island.
The governor said the agreements have been restructured to reflect current realities in the power sector, introducing a performance based payment system.

“We have updated these agreements to reflect current market realities. We will no longer pay for power that is not delivered. Payments are now tied to actual, metered supply, helping us reduce waste and manage costs more effectively,” he stated.
Sanwo Olu added that the initiative is expected to improve reliability of electricity to public facilities, ensure efficient use of resources and create a pathway for scaling up power capacity in the state.
“This means more reliable power for public infrastructure, better use of state resources and a clear path to scale capacity over the next few years,” he said.
