Tinubu emphasised the need for flexibility and active leadership at all levels of government, from the states down to the local councils, noting that effective governance requires direct engagement with grassroots structures.
Reflecting on discussions with international partners, the President expressed confidence that Nigeria would successfully introduce state policing. He said he assured United States and European counterparts that the APC had the political will to deliver the reform, stressing that failure was not an option.
On local government autonomy, Tinubu insisted that true independence must be backed by direct funding, adding that councils would receive their allocations without interference, in line with the Supreme Court ruling.
The President also drew attention to the low representation of women at the caucus meeting and encouraged party leaders to create avenues for increased female participation in future engagements.

Earlier, Vice President Kashim Shettima said the APC’s growing influence, now controlling 28 states following recent defections from opposition parties, positions the party strongly ahead of the 2027 general elections. He added that the party’s presence across all six geopolitical zones gives it a strategic national advantage.
APC National Chairman, Professor Nentawe Yilwatda, commended party leaders for their support, citing ongoing membership drives, high-profile defections, and the party’s dominant position in the National Assembly.
Also speaking, Chairman of the APC Governors’ Forum and Imo State Governor, Hope Uzodinma, praised President Tinubu for his economic reforms, decisive actions against insecurity, and improved collaboration between the Federal Government and state administrations.
